• Lack of appropriate noise and vibration meters
• Reliance on Lead Agencies who have other priorities
• Inadequate capacity to enforce especially at the county government level since it is a devolved function
• Poor zoning by county governments
• Inadequate awareness by the members of the public
• Conflict between the provisions of the regulation and cultural traditions of local community e.g. religious beliefs on prayer and worship
