• The regulation is not enforceable and its pegged on other regulations.
• Difficulties in removal of informal settlements and commercial activities from riparian reserves (political, logistical, financial)
• Low levels of awareness on importance of wetlands
• Differential riparian reserve variations from less than 5 metres to 60 metres, leaving a lot of discretion to lead agencies
• Inadequate capacity on how to deal with ecological complexities of wetlands e.g. wetlands restoration
