Which plans, programmes and policies are subject to SEA?
The plans, programmes and policies that are subject to the SEA process are
1. Those which are subject to preparation or adoption by an authority at regional, national, county or local level.
2. Those which are prepared by an authority for adoption through a legislative procedure by Parliament, Government or if regional, by agreements between the governments or regional authorities.
3. Determined by NEMA as likely to have significant effects on the environment
