Why is it necessary for Kenya to develop National and County Environment Action Plans

The purpose of environmental action plans is to co-ordinate and harmonise the environmental policies, plans, programmes and decisions of the national and county governments, as the case may be, in order to-
(i) minimize the duplication of procedures and functions
(ii) promote consistency in the exercise of functions that may affect the environment
(iii) secure the protection of the environment across the country
(iv) prevent unreasonable actions by any person, state organ or public entity in respect of the environment that are prejudicial to the economic or health interests of other counties or the country.
