Roles of the Cabinet Secretary in waste management
Roles played by the Cabinet Secretary in enhancing standards for waste in Kenya as provided in EMCA Cap 387
The Cabinet Secretary shall, on the recommendation of NEMA—
(1) identify materials and processes that are dangerous to human health and the environment (EMCA Section 86.1);
(2) issue guidelines and prescribe measures for the management of these dangerous materials and processes (EMCA Section 86.2)
(3) prescribe standards for waste, their classification and analysis, and formulate and advise on standards of disposal methods and means for such wastes (EMCA Section 86.3)
(4) issue regulations for the handling, storage, transportation, segregation and destruction of any waste (EMCA Section 86.4)
