a) Bill is drafted by the Parent Ministry or Agency
b) Bill subjected to public participation including national validation
b) Bill is forwarded to Attorney General and Law Reform Commission for technical input
c) Bill is forwarded to Attorney General and Parent Ministry for preparation of a Cabinet memo
d) Bill is discussed and approved by Cabinet and then forwarded to National Assembly
e) Bill is debated at the National Assembly and Senate
f) Bill is approved by National Assembly and forwarded to the President for assent
