1. Regulate developments on wetlands through the Environmental Impact Assessment process
2. in consultation with the relevant lead agencies, issue guidelines for the management of the environment of lakes and rivers
3. in consultation with the relevant lead agencies and stakeholders, issue guidelines and prescribe measures for co-management of critical habitats within or around a lake basin, wetland, forest or coastal zone and such measures shall take into account the interests of the local communities resident therein
